Regulation and Invitation Letter HAMED 2015
A. System
1. British parliamentary (BP) is used as this English debate competition system.
a) In BP, four-member team of two people each compete in one debate, two teams representing the Government and the other two as the Opposition. The composition is as follows:
Opening Government; Opening Opposition:
*Prime Minister (PM) - *Leader of the Opposition (LO)
*Deputy Prime Minister - *Deputy Leader of the Opposition
Closing Government; Closing Opposition
*Member of the Government - *Member of the Opposition
*Government Whip - *Opposition whip
b) Each speaker is given 7 minutes to deliver the speech (7 minutes 20 seconds the latest).
c) Points of Information (PoI) are allowed during speech in the first minute until the sixth minute.
d) Case building will be held for 30 minutes.
2. There will be 6 rounds in the competition:
a) Preliminary round, there are 3 arangement playoffs with a maximum number of 24 teams. 12 teams on victory points will advance a further round
b) Quarter Final, 12 breaking teams will compete in this round to proceed to next round.
c) Semifinal round, 8 out of 12 breaking teams will run to reach grand final round
d) Grand final round, 4 best teams out of 8 semi finalist team compete in this round and the victory is determined by the ranking order of 1 to 4.
B. Eligibility
1. Each university may delegate at most two teams which consist of two members of each.
2. Newbie in HAMED2015 context is a participant who never involves in debating competition before or never break for at least quarter final round in the last two years.

Please be advised that using Alma mater is a must due to it will be opened by Rector of Uhamka and each participant as well as all participants will be taken a picture later documented by video (CD-R) available in the end of the event. Failure or forget to do so will cause you to not eligible in the Day-1.
